Police to use all available laws to prevent July 9 demonstrations

KUALA LUMPUR: Police have warned that they will use all available laws to prevent the July 9 rallies, saying they have information that foreign elements were out to create chaos.

Inspector-General of Police Tan Sri Ismail Omar issued the warning to groups who planned to defy police orders, regardless of their political affiliations, from holding the rallies.

“Intelligence gathered has revealed attempts by certain quarters, including foreign elements, attempting to seize the opportunity and exploit the situation.

“There is a possibility that should the rally proceed, it could create chaos, destruction to property, injuries and even the possibility of loss of lives,” he told a press conference at Bukit Aman yesterday.

Ismail said there were certain groups openly and secretly planning to gather thousands of people to create chaos by instigating public participation in illegal assemblies.

He said police have arrested 101 people nationwide for allegedly inciting the public to join the rallies.

He said 45 of them were still being detained, adding that 1,830 reports had been lodged by the public opposing the rallies.

Ismail said that if such a situation was not arrested immediately, it could pose a public order situation as well as a threat to national security.

“The police force will not allow any individual or parties to take advantage and create chaos or anarchy.

“We will take stern action within the confines of the law against anyone or party that plans to organise or participate in illegal gatherings,” he said.

Ismail said police would continue to take action against those distributing leaflets, T-shirts or any other method to incite the public into participating in the illegal rallies.

“Action will be taken against anyone found wearing the yellow attire, or driving cars, and buses with the Bersih 2.0 logo to incite people to attend the rallies,” he said.

Meanwhile, Home Minister Datuk Seri Hishammuddin Hussein said action would be taken against the Umno Youth members who surrounded the PKR headquarters on Monday and allegedly threatened to burn down the office.

“I told the police to treat them as with Bersih. Nobody is above the law,” he said.

He said T-shirts with messages in support of Bersih have been outlawed because they were related to an illegal assembly.

“The Bersih T-shirt is related to an illegal assembly, then whatever they are wearing is illegal,” he told a press conference here yesterday.

PUTRAJAYA: The July 9 rally organisers will be held responsible if the rally causes chaos in the country, warned Prime Minister Datuk Seri Najib Tun Razak on Sunday.

Najib said the rally was not about wanting to send a memorandum to the King or about flaws in election rules and regulations but was opposition wanting to wrest back the political momentum that Barisan Nasional had managed to regain.

"Do not create chaos just because you want power. If there is chaos (because of the rally) then you (organisers) will be held responsible," he said at the opening of People's Progressive Party's 58th Annnual General Assembly.

On the same day, two other groups are also planning to hold rallies but these are against the stance taken by the Bersih organisers.

Umno Youth plans to march to hand over a memorandum to the Yang di-Pertuan Agong calling for the democratic system in the country to be preserved, while Perkasa is leading several other non-governmental organisations in a march under the Gerak Aman banner.

The Prime Minister said it was irresponsible of certain quarters to create chaos just to gain power, adding that claims of irregularities in the election rules and electoral roll did not make sense when the opposition was currently ruling Kelantan, Penang, Kedah and Selangor.

“Barisan does not manipulate the election. If we do, why should we want to lose four states to the opposition.

“We do not want to win elections based on manipulation. We want to win because the rakyat supports and trusts us,” he said.

Najib challenged the opposition to fight Barisan in a general election instead of holding street demonstrations which would only cause problems.

“If you have guts, then fight us during the election and not this way (by holding demonstrations). Only those with no guts will hold demonstrations,' he said.

Speaking on the same issue in his speech, PPP president Datuk Seri M. Kayveas criticised the Bersih 2.0 organisers, saying that street demonstrations were not part of Malaysian culture and would only cause instability.

“Why must the rally organisers drag the innocent public into their cause. Do they really consider the people's safety and peace when they plan a demonstration?

“I urge the people not to take part in the demonstration. Your right to make a choice is already in place, which is during the general election,” he said.

（吉隆坡26日訊）首相兼國陣主席拿督斯里納吉今日警告，709大集會一旦導致國家陷入混亂的局面，發動大集會的一方及涉及者必須負起全責，承擔一切後果。

他促請有關人士不要為了奪權，不惜製造混亂與破壞，甚至做出導致國家陷入動蕩的舉動。

“如果國家陷入混亂，這些人就要面對後果，要記得，權力是掌握在人民手中，不是靠走上街頭，或在集會中取得。”

“沒膽”就走上街頭

他也發出挑戰，指對方如果有膽的話，就在大選時參選，在選舉中堂堂正正的對決。

“如果你真的有膽，就在大選中上陣！如果你沒有種，那就走上街頭，然後面對一切後果！”

納吉為人民進步黨第58屆代表大會開幕致詞時表示，和2008年大選相比，過去多場補選以及砂州選舉的成績顯示選民有回流的趨勢，而國陣已牢控局勢。

他表示，凈選盟舉辦大集會是民聯為了製造“驚喜”挽回頹勢，以奪得政權的“產物”。

他認為，凈選盟主辦大集會並非單純只是為了呈交備忘錄給國家元首，也不是因為選舉出現弊端、“不干凈”而走上街頭。

他反問，如果大選真的如凈選盟形容般出現多項弊端，那為何民聯可奪下5州政權，就連雪州、檳州都落入反對黨手中？如果真有弊端，國陣也不會20多年來無法贏回吉蘭丹州政權。

指國陣沒操縱選舉

“如果我們真的能操縱大選，這5州政權應該都由國陣掌控，大選成績顯示國陣並沒有操縱選舉，我們也只願在獲得人民支持下才掌權。”

納吉表示，政府要照顧的是廣大人民的利益，而非這些迫不及待想要奪權的人士。

貿消部長：可建更多學校道路房屋‧省汽油津貼百億惠全民

（霹靂‧怡保17日訊）國內貿易及消費人事務部長拿督斯里依斯邁說，如果政府減少汽油津貼，節省下來的100億令吉將可用來興建更多的學校、道路、人民房屋，並且發出更多教育津貼。

人民必須明白，政府負擔的龐大津貼，應該用來進行可惠及各階層人民的計劃。

依斯邁今日為巫統怡保西區區部代表大會主持開幕後向記者發表談話。

政府將在5月或6月進行年中汽油津貼檢討，依斯邁不願說明會出現怎樣的情況，但指貿消部進行檢討，是因為政府的津貼負擔非常高。

依斯邁是受詢及RON97汽油價格提高到每公升2令吉90仙後，有關RON95的價格時，發表評論。

RON97於4月2日提高20仙至每公升2令吉70仙；RON95的價格於去年12月提高5仙，至每公升1令吉90仙。

依斯邁表示，他之前說過，汽油價格在現階段不會提高，但不擔保將永久維持，因為目前政府為汽油產品提供的津貼非常高。

“去年，政府的汽油津貼是80億令吉，當時國際原油價格上漲，目前看起來價格不會下跌。

如果這種情況持續，政府的汽油津貼負擔將增加100億令吉，達到180億令吉。”

首相：3個月內建22萬以下實惠房屋‧盼發展商為民奉獻

（吉隆坡6日訊）首相拿督斯里納吉今日披露，政府將在未來3個月內推介“實惠有素質的房屋計劃”，在巴生河流域一帶興建售價22萬令吉以下的房屋，供35歲以下年輕人購買。

發展商可當履行社會責任

“我們將興建實惠且有素質的房屋，如果可以的話，（發展商）不要從中賺錢，把它當作是履行企業社會責任。”

他指出，有關計劃將以政府與私人界合作的模式進行，即政府提供土地，由發展商以工業化建築系統（IBS）方式，快速完成有素質且售價不超過22萬令吉的房屋。

納吉今早到馬來電台Hot FM和聽眾進行空中交流時，宣佈將在今年6月或7月間推介第一階段房屋計劃，惟他沒有透露建築地點和房屋藍圖。

納吉在今年3月8日推介“我的首間房屋計劃”時，宣佈35歲以下或月入少過3千令吉的年輕人購買價格介於10萬至22萬令吉的屋子，政府將通過大馬再抵押機構替這些購屋者繳付10%首期付款。

可獲100%房屋貸款

換言之，這類購屋者可獲得100%的房屋貸款，攤還期為30年。

納吉今早在電台受詢時表示，他從報章及面子書上得到的民眾回饋顯示，在巴生河流域一帶不易找到售價22萬令吉以下的房屋，因此政府決定推出上述計劃。

改善公共交通須時間

另一方面，詢及政府轉型計劃特別是公共交通領域的進展時，納吉表示有關計劃推介已逾一年，情況已有改善，惟他促請民眾明白，公共交通無法在短期內看到顯著成果。

“例如我們要購買火車車廂，這需要一些時間，不過公共交通在過去一年的表現，已有所提昇，我相信在未來2年至3年內，將看到顯著的改變。”

他指出，政府在6大關鍵成效領域中就公共交通所設下的中期目標，要等到明年杪才能驗收成果。

（吉隆坡3日訊）國家銀行宣佈，駕車人士可從即日起向所有普通保險公司分行，以及全國各地的大馬郵政局購買汽車保單。

國家銀行今日發表文告表示，所有普通保險公司需要提供汽車保單，包括“被孤立的車輛”（displaced vehicles）或超過10年車齡的私人轎車以及目前由大馬汽車保險聯營計劃（MMIP）承保的汽車。

“車險不是由保險公司承保就是由大馬汽車保險聯營計劃承保。保險公司需要告知受保者有關保單是由保險公司或大馬汽車保險聯營計劃提供。”

文告表示，“被孤立的車輛”將承擔與市場一般的保費，以及不會被列為高風險種類。此外，如果被喻為高風險的“被孤立的車輛”也只需每年在電腦驗車中心（PUSPAKOM）進行一次“車輛駕駛性能”檢驗。

為了保障消費人的權益，國家銀行禁止保險公司強迫客戶購買非汽車保單，作為購買汽車保單的條件。

SPM考试优秀学生，13华裔获国家奖学金

（布城3日讯）政府周二颁发30份国家奖学金给在2010年大马教育文凭（SPM）考试最优秀的学生，当中有13位是华裔学生。

这些学生在SPM考试中考获全科A+，在全国名列前5名的学生是芙蓉理科中学的莫哈末布特拉、武吉加里国中的黄心怡、斯里阿曼女中学的伊曼伊兹妮、麻玻高级中学的林永吉及拿督莫哈末赛国中的纳仁达。

副首相兼教育部长丹斯里慕尤丁周二出席国家奖学金颁奖礼时说，这份由政府提供的国家奖学金，可让学生选择在国内外著名的大学继续深造。

“政府认可及珍惜这些学生的表现，国家奖学金让他们享有比现有奖学金计划高出50%的生活费。”

他说，这些学生也可以享有其他便利，以确保他们在象牙塔下继续提高各自的表现；由此可见，国家奖学金是政府提供的最崇高的教育奖学金，它已成为学生获奖的梦想。

他坦言，政府通过奖学金赞助最优秀的学生是为了培养有素质的人力资源，以满足国家的需求，同时这符合国家转型计划。

“政府的目标是让高素质教育培养有创意、革新及高技能的人力资源，我相信，这些得奖学生必会珍惜提升个人成就的机会，从而提升国家竞争力。”

国家奖学金是全面以绩效为遴选标准，由教育部从SPM考试中遴选全国最好的30名学生领取这份奖学金。今年是政府第二次发出国家奖学金。

李志亮：我防范罪案策略奏效 明年冀达300万志愿警卫目标

(亚罗士打29日讯)内政部副部长拿督李志亮说，大力推广志愿精神是内政部今年订下的七大承诺之一，希望为志愿警卫团重新塑造品牌，以吸引各族及各年龄层的人士参与，以便在2012年达到300万名团员的目标。

他说，穿上志愿警卫团的制服，就必须肩负维护大众利益的重大责任，心中必须怀着造福人群的理想，保持高度纪律，廉正和专业，大家应珍惜这项职务赋予的使命.维持治安，打击犯罪活动。

他说，根据警方的统计报告，全国犯罪率成功下降了15%，其中街头罪案更大幅降低35%，比国家关键成效指标所设定的目标，即全国犯罪率下降5%，街头罪案下降20%还来得高，显示我国政府采取的防范罪案策略奏效。

李志亮是于昨晚在此间圣陶沙酒店出席马华港口区会举行的志愿警卫团成立推动仪式上致词如是指出。

他说，虽然我国志愿警卫团的人数不断增长，但是华裔同胞所占的比例却有待提高。我国目前有超过260万名团员，60%为马来同胞，华裔仅占20%，无法反映应有的种族比例。

他促请华裔摒弃事不关己的冷漠态度，成为保家卫国一份子。

另一方面，他指出，人数的增加不仅护大警卫团的阵容，最重要的是团员们能够真正地投入服务，积极参与警卫团的行动，并且接受培训，惟有如此，志愿警卫团才能发挥其效用，赢得社会人士的尊重。

不鼓励单一种族志愿团营队

内政部副部长拿督李志亮说，维护治安非单一族群的责任，而是全民共同的使命，志愿警卫团需要多元种族，才能反映马来西亚人口的结构。

因此，他说，土权会要成立单一种族的志愿警卫团营队，是不正确的消息。

李志亮是针对土权会近日在今日大马网站宣称获得内政部的支持，以在土权会内成立一个志愿团营队事件作出上述回应。

他说，只要年龄由16岁起的健康人士，不分种族，包括来自不同政治背景，不同思想人士，内政部欢迎与鼓励他们加入志愿警卫团，为社会奉献，协助维持治安，协助警方消灭罪案。

他说，政府不鼓励在非政府组织内成立单一种族的志愿团营队。

马华吉打港口区会响应政府号召

马华吉打港口区会，为了响应打造和谐安宁的社区生活环境，毅然挑起重担，发动号召地方居民参与成立志愿警卫团与政府及警方并肩作战共拼治安，并于周四晚由内政部副部长拿督李志亮主持推介礼仪式。

该区会主席准拿督黄荣贤在致词中说，在区会及民间团体的协助下，目前在哥打士打县内成立了逾58队志愿警卫团，每队至少33人，且成功招揽了超过2千名包括务族男女老少参与这个组织。

他希望通过推广志愿警卫团的运动，能唤醒人民对维持地方治安的醒觉，提升大家的公民意识，大家不分政党，社会背景，共同携手合作，打击犯罪活动，共同塑造一个全民安宁的社会。

他说，今晚的活动获得副部长李志亮亲自主持，充分显现了我国政府对这项活动的重视，以及所给予的高度肯定与评价，进而鼓舞了队员的士气。

黄英贤说，通过志愿警卫团的成立，除了协助警方打击能借此走入群众，以专业的服务心态探入民间，了解民情，加强彼此间的直接联系与其他地方组织，例如志工团，互画会，居民协会等充当人民与政府的桥梁，把人民的心声，通过正确有效的管道，下情上达的传给有关单位，进而解决相关的问题。

他表示感谢李志亮副部长为该区警卫团争取到一座对讲机转播台，使他们能一呼百应，事半功倍的有效执行任务。

全国志愿警卫团总监拿督再顿，马华吉打州联委会主席拿督张日洲也在会上致词，出席者包括州议员梁荣光医生、房屋及地方政府部长的政治秘书黄启栋局绅及哥打士打县警区代表张建国助理警监。

Wen: Bilateral relations based on mutual trust

BEIJING: Chinese Premier Wen Jiabao has cited mutual trust as the most important element in developing his country's solid ties with Malaysia.

He said China could never forget the significant events that helped shape bilateral ties since diplomatic relations were established in 1974.

“The first, when China was at its most difficult moment, Malaysia was the first Asean country to establish diplomatic relations with China.

“The second was when Malaysia proposed to Asean 20 years ago to engage in dialogue with China,” he said.

“As an ancient Chinese proverb goes, Do not forget what favours others have done for you'.

“We have never forgotten these historical episodes between our countries.

“Mutual trust forms the bedrock of our bilateral relations and I believe Malaysia-China relations will enjoy a very bright future,'' he said in a special interview with The Star and Bernama at the headquarters of the Chinese Cabinet here on Monday. It was conducted ahead of his two-day official visit to Malaysia beginning today.

Wen will hold talks with Prime Minister Datuk Seri Najib Tun Razak in Putrajaya tomorrow after an official welcoming ceremony at Dataran Perdana.

He will be accompanied by a 118-member delegation comprising four ministers, senior government officials, businessmen and the media.

Najib and Datin Seri Rosmah Mansor will host an official luncheon in honour of Wen and his entourage at Seri Perdana.

Both leaders are also scheduled to address the Malaysia-China Trade and Investment Cooperation Forum organised by the Asian Strategy and Leadership Institute (Asli) later in the afternoon.

Wen said both countries should enhance business co-operation although Malaysia was already China's biggest trading partner in Asean with US$74.2bil (RM222.6bil) in two-way trade last year.

“What we need to do now is sustain the momentum of balanced, co-ordinated and sustainable growth of our trade. At the same time, we should increase the science and technological contents of our traded goods,'' he added.

Wen also noted that there had been a lot of publicity over an agreement on mutual recognition of academic degrees, describing the development as important “for it will enhance friendship and deepen co-operation between both countries”.

He said during his visit, the Chinese side would put forward specific proposals for better mutual reinforcement of financial and business co-operation.

On possible negative consequences to some smaller companies following the establishment of the China-Asean Free Trade Area (Cafta) last year, Wen explained that all participating countries had benefited from Cafta as trade between them had grown tremendously.

（中國‧上海21日訊）副首相丹斯里慕尤丁指出，中國企業對於到馬投資太陽能發電、再生能源以及旅遊業深感興趣，並在這幾項領域提出許多他們關注的問題。

他今日在上海出席中國和馬來西亞企業圓桌會議時，中方企業表示對於到馬投資深感興趣，特別是上述領域。

國威建議設通訊業培訓中心

在會上，目前已在大馬投資，並在大馬聘有1千700名員工的中國國威通訊，也建議在大馬設立通訊業培訓中心，以協助大馬培訓這個領域的熟練工人。

慕尤丁在新聞發佈會上說，大馬正積極發展為區域教育中心，而且也希望能夠培訓更多熟練工人，而國威通訊所提出的建議，正符合大馬的要求，而且我們也給予這方面的投資獎掖。

“因此，我在會上建議國威通訊向我們提呈一份詳細的建議書，以便有關建議儘早落實。”

談到中國企業對於投資大馬時所關注的問題，他說，不同領域有不同的關注，譬如投資太陽電能工業的投資者，關心的是大馬的電費問題、天然氣供應是否足夠問題；一些投資者則關心土地的問題。

他指出，投資者提出了在大馬不同州屬投資有不同的土地政策問題，這些都是大馬當局會關注和改善的。

他說，如果外資面對土地的問題，可以向中央政府反映，政府會協助他們解決。

國內旅遊業待改善

在旅遊業方面，他說，大馬國內的旅遊業有待改善，特別是成本問題。

副首相指出，旅遊業者反映，大馬國內旅行的成本略高、旅遊產品不夠多樣化，以及食物不合中國旅客口味等。

不過，他表示，有中國企業表示對投資大馬酒店業感興趣，因此，他鼓勵他們到馬來西亞投資酒店業和度假村。

慕尤丁也指出，中國曾經以廉價勞工作為外資的吸引力，但發展至今天，中國的勞工成本已經日益高漲，反而是馬來西亞的勞工成本更具競爭力而吸引外資。

馬盼成中經濟夥伴

慕尤丁說，馬來西亞希望搭上全球市場從歐美轉移到亞洲的經濟列車，並希望成為中國的重要經濟伙伴。

他指出，中國對全球經濟的正面發展有清楚的承諾，它在未來10年，將把經濟成長的重心放在亞洲，這是令人鼓舞的。

“因此，大馬希望能夠成為中國的伙伴，以讓大馬轉型為一個先進的經濟體。”

慕尤丁今日在上海主持馬來西亞與中國企業界圓桌會議致詞時說，馬來西亞的經濟發展已經到了一個分水嶺，目前正從中收入經濟，走向高收入經濟。

他指出，馬來西亞的經濟穩健成長，從2009年的負成長1.7%，成長至2010年的7.2%，儘管發生了日本地震災難以及中東局勢緊張，但相信馬來西亞在2011年仍可取得5至6%的經濟成長。

他指出，目前共有120家中國投資的公司在馬來西亞營運，它們多數是涉及製造業和服務業。

邀中投資具潛能領域

慕尤丁也邀請中國企業到馬來西亞投資一些具有潛能的領域如商業服務、教育、保健、電器電子、綠色工藝、再生能源、資訊和通訊工藝等。

他說，馬來西亞政府將提供一個更有活力的經商環境給外國投資，以讓它們保持競爭力。目前馬來西亞外貿促進局正在與中國投資者積極討論他們有興趣的領域。

申請公民權成功率高‧李志亮吁失敗者勿放棄

（雪蘭莪‧加影31日訊）內政部副部長拿督李志亮表示，目前申請公民權的成功率相當高，因此，曾經申請失敗者不要感到失望及放棄，應該再次提出申請。

他說，申請失敗的原因包括不符合條件、文件不足或面試不過關等，導致申請者心灰意冷，然而，他強調，申請失敗者還是可以再次提出申請。

所有申請須1年內處理

他說，該部門已加強及提高處理公民權申請的效率，無論批准與否，所有申請必須在1年內完成處理，而該部門已完成累計案件，目前正處理去年的申請，意味著所有在去年提出申請的公眾，將能在今年獲得答案。

李志亮今日在錫米山花園移交公民權證書及批准信給3名申請者時表示，3名申請者於去年杪提出申請，數個月後就已獲得批准。

詢及是否優先處理年長者的申請時，他表示該部門是根據申請日期進行處理，惟他也相信大部份年長者的申請已完成處理。

另外，他也說，內政部將以郵寄方式通知申請者是否申請成功，只有少部份才由官員親自交上。

李萬行：去年15人申請部份已批准

馬華烏魯冷岳區會主席李萬行指出，該區會於去年首次舉辦申請公民權活動，共接到15份申請文件，如今申請者已陸續接到好消息，未有消息者受促耐心等候。

Government sets up RM100m fund to help budding technopreneurs

SHAH ALAM: A RM100mil fund has been set up to help develop technology entrepreneurs and new start-up companies.

Prime Minister Datuk Seri Najib Tun Razak launched the Business Start-Up Fund (BSF) yesterday, which would be managed by the Malaysian Technology Development Corpo-ration (MTDC).

“BSF is one of the Government's initiatives to help entrepreneurs develop innovative products with market potential.

“The target group of BSF is technology-based companies at the start-up stage,” he said in his speech at the launch in Universiti Teknologi Mara (UiTM) here.

BSF is a special funding programme which does not require collateral, with a repayment period of eight years.

For the first three years, entrepreneurs do not need to make any repayments.

Najib said the Government encouraged research and development (R&D), and stressed that the finished products must be marketable.

“If it is not marketed, then it is just R without the D,” he said.

Najib said MTDC had been entrusted to manage the Commercialisation and Techno-logy Transfer Fund since the Seventh Malaysia Plan, and to date, 443 technology-based companies had benefited from grants totalling RM586mil.

At the same event, Najib also witnessed the exchange of a memorandum of agreement between MTDC and UiTM to build a Technopreneur Centre at the varsity's Shah Alam campus.

The RM12mil centre will be fully funded by MTDC.

“I believe that the expertise of the academics, coupled with the facilities provided, will hone many technopreneurs who are competitive.

“The collaboration betweeen UiTM and MTDC will have a significant impact on local inventions,” said Najib, who was accompanied by Higher Education Minister Datuk Seri Mohamed Khaled Nordin.

Green buildings improve quality of life, says Chor

KUALA LUMPUR: The construction of environmentally-friendly townships and neighbourhoods is important to provide a high quality of life for the public, said Housing and Local Government Minister Datuk Chor Chee Heung.

He said the introduction of the Green Building Index (GBI) Township Tool and Residential New Construction (RNC) Tool (Version 2) was timely in achieving this goal.

“More than 150 projects have applied for GBI certification from the GBI Accreditation Panel and 20 of them have received the GBI provisional certification,” he said at the launch of the GBI Township Rating Tool and RNC Tool (Version 2) here yesterday.

Out of the applications, 38% were new residential buildings and 60% new non-residential buildings with another 2% existing non-residential buildings.

Buildings will be awarded the GBI rating based on six key criteria – energy efficiency, indoor environmental quality, sustainable site planning and management, material and resources, water efficiency and innovation.
